be cut out for~は、「～に向いている」、「～に適している」という意味です。

The term comes from tailoring, where cloth is cut out (into pieces) to make a specific garment. It was used figuratively by 1700. An early appearance occurs in Gilbert Burnet’s History of My Own Times (ca. 1715): “He was not cut out for a Court.”
この言葉は、特定の衣服を作るために布をバラバラに切り取るという仕立て方法からきている。1700年頃に比喩的に使われるようになった。
